Hammer Strike, Shoulder charge and Shield Bash have always been one shot one kill.

Sentiment hit registration needs to be fixed though. Burning Maul doesn't have benefits to a team so its useless in The Last Wish raid. The only useful things about it are Blind Well and Add clear in the Castellum encounter in the normal Leviathan raid. Banner Shield being the way it is falls victim to the hit registration issues in Crucible and Gambit. It performs well in the Last Wish raid (Morgeth and Riven seem to be the best encounters to use it in) the health regen is the honestly not that great but its good to have. And the melees detonations are good for getting your health back very quickly and clearing adds out at a decent rate.

Melees are trashy at times but if you ask me, if I hit someone with a hammer and my knee I expect them to be seriously injured or dead. I mean the same thing can be said for Shield Bash and Shoulder Charge. If you hit them with a great enough force you can kill someone easily, that's pretty much how physics works.
