I’d say rise of iron *narrowly* edges it for me. However at that point we are talking about a game with 3 years of content behind it rather than 2. If over the coming months and into year 3 we see more similar to the shattered throne, whisper quest etc I’d be really happy. Also I think people would view some of the exotic quests (malfeasance particularly) if the changes they plan to implement were there from the start.
