It's not lag, this weapon`s perk is very bugged since last patch. Sometime you shoot 2 times in the head and the perk doesn't works properly, its rare this happen but its happening since last patch. Sometimes you get the "Magnificent Howl" shooting someone with a shotgun.

Unless it isn't proccing at all, it could be slightly delayed and isn't activating before the third shot.

should be active after the 2 headshot, otherwise the gun should not have "Magnificent Howl"
