I have never had a problem 3 tapping a one eyed mask titan. or one shotting them. I didn't even know it was a thing until recently. AND they have to come and specifically kill you. Through the chaos. If you're the one that killed them and you're marked well now you know they're coming. Makes them a very....VERY easy target. They still melt.
Hunters with Wormhusk/Crimson though? Dodge/shoot/dodge/shoot do-THEY JUST DON'T DIE. And they were extremely skittish.

If you can upload a video of this happening with a regular primary Ill agree and say leave overshield. maybe bygones for a good base? Ill bet it takes 4 bursts to kill

Three tap or one shot with a full overshield? Unless your talkin sniper headshot. Or like point blank shotty, which i still have a hard time believing, im callin you a liar. No gun has that high of dps. And he just has to kill the person that shot him not killed him, example 3 people. You get shot at, win your fire fight, full shield extra damage, pop back out kill the second one cuz you know more damage plus shield, instant overshield and damage again. OeM can easily proc more than wormhusk. Annnd the benefits are obviously much better. Trackin and damage are enough.

One shot with a sniper bud (I realize this was unclear now). I don't use shotguns I didn't clarify that, BUT I can see that 1 tapping too (or 2 tap with rapid frame). 3-4 tap with Luna, 3 burst with Redrix (even faster with a desperado procced redrix), 2-3 burst with a kill clip charged bygones. I really hadn't noticed this one-eyed mask as an issue at all. If anything these guys are foaming at the mouth to get their kill it makes them an easier target.

Okay so you admit that with most guns it will require at least an extra shot or two than normal to kill. Now stack that with his extra damage. Gg. Thats what im saying here, extra damage, plus resilience is a lethal combo. Now stack that with tracking. Hella whack. Average players, this might not be a huge issue with. But it turns good or real good players into gods. Health regen on kill plus the other stuff would be fine, but the shield is overkill.
