There are certain "power gear" rewards that will drop at level or around 2-3 higher based on your average level (these are your dailies and such).
More importantly to understand though is that higher difficulty objectives will net you the larger gains (i.e. nightfalls, Petra weekly bounties, Ascendant challenges, LW raid, Shattered Throne, the 540 Wanted bounty from Spider).

Working as intended? Oh, I'm 550.. nowhere near the cap for these "higher difficuly" power drops

I never said it's working as intended. I'm only starting what I've experienced and what works for me. I'm in the 580's (without doing Last Wish yet) so I must be doing something right. I cant inspect you characters to see what each of your gear pieces are at so I cant comment about your +1 woes.

By +1, I mean my current power. 9/10 will drop in a spot I cannot use.

To see if you're lacking in one gear slot that is holding you back which, from what you are saying, is the problem.

The problem is not my gear. What would my gear be the problem for all dreaming city "powerful" gear dropping 1 over my current power? I'm 551 on my highest char, and still +1 from dreaming city when it should be up to +5?

So of all of these, which ones can be beaten at level 520. I'm stuck getting lower drops and on the 540 ones I couldn't do any damage to the ogre on the wanted bounty and noone will group with me for the nightfall.

About that ogre, sometimes there will spawn some glowing thralls during that fight. Killing those thralls will give you a buff that allows you to do much more damage to the ogre.

I would still do the dailies and weeklies if you're at 520. There is a chance of a light bump. The better ones would be the Petra weekly that requires you to do 8 daily bounties. Blind well when it's in the rotation (you also get a power gear once per character per week when the overcharge tier 4 is done after the tier 3 completion). You could try the nightfall guided game route if you cant find anyone. The weekly clan xp and the Ikora 20 bounties also work. You also need to definitely make use of farming the prime engrams. That is going to be one of your greatest sources of light bumps.
