My understanding is that "Pay to Win" refers to a game providing any kind of advantage to those who choose to spend money, over those who choose not to spend, and this is not exclusive to PvP. By that definition, Warframe definitely is P2W, because you can spend real money for a time-based advantage, i.e. buying frames, weapons, even materials instead of grinding for them. So, if I were to buy a bunch of weapons and frames, and then play the same amount of time as someone who didn't, I would not only [probably] be farther in the game, but would certainly be a higher Mastery Rank, allowing me access to even more content. [spoiler]I actually really like this game. I've played it on and off since I built my PC last year, and have been playing it almost exclusively since Tennocon.[/spoiler]
