no. it heals for about one auto rifle bullet worth of damage and does not start health regen.

Wrong and crest heals for a shitty amount.

Try it sometime. Your regen kicks in sooner than if you didn't use it. It's not immediate, but it's definitely a boost. Especially noticeable if you run a low recovery build.
