What exactly is the purpose of pointing out that random rolls and weapon slot changes are going to be part of a free update, yet/if only DLC items will really take advantage of said changes? Now don't get me wrong, i understand the argument of why does it matter if you don't plan on getting the dlc/why just stick to the base game?
My answer really is it's a matter of principle imo. I get that you guys wanted to stress this so everyone will know/think that hey maybe i can check out these changes before deciding on whether or not it's worth playing D2 again/spending more on the game, and I'm sure there are fans out there with this mindset. But again if you need the dlc to actually utilize the changes, its kind of a bummer and, to a certain extent a lie imo.
Hopefully there'll be year 2 items that don't require the dlc that take advantage of random rolls and slot changes, like vanguard, crucible and factions. Otherwise it's kinda true when people say you have to pay $100+ to "fix" the game. Maybe I'm hust jumping the gun, but they've confirmed that only year 2 will have random rolls.
And before anyone thinks I'm a hater of some sort, let me just say I'm not and I'm really in the position of just wanting bungie to stop going down roads that'll paint them as the bad guys. Heck I've even been on youtube videos attempting to defend against the argument that you need to spend 100+ to fix the game.
Edit: for those saying that I'm just feeding into rumors and spreading without ground to stand on, here's a link to the interview that is giving me confusion.

PC Gamer: I'll start with maybe a tricky one, maybe not. With Forsaken, do you feel finally ready to answer the question of, how do I make this player's 13th Better Devils matter?
Christopher Barrett: So, we're bringing back random rolls, which we heard very loud and clear from players. We had a community summit where we brought a whole bunch of players to the studio a couple months ago, and that was one of the number one things, almost unanimously. I think there were about 40 people, maybe 39 wanted random rolls back. That's a change that's coming with Forsaken, and I think that goes a long way toward making that 13th Better Devils matter.
If a Better Devils drops in year two, will it now have random perks? Or will it be like it was in Year 1? And we can bring the power up through infusion?
Taylor: The random rolls are gonna be focused on the Year 2 weapons, but you can infuse the Year 1 weapons and bring them with you. If you love Better Devils, by all means bring it, but you won't be getting those random perks.
Will those Year 1 weapons no longer be dropping?
Taylor: They will still drop, but they won't have those random perks.

Again all I'm asking for is clarity. And if year 1 weapons wont take advantage of the new changes, hopefully not all year 2 weapons will be exclusive to those who have ownership of forsaken when it drops, and we can put to rest the youtube claims that you'll need to pay 100$+ to get D2 out of beta/fix D2.

If they really want to remove the ambiguity they can, they can just put out a number or list saying for example "140 new weapons that are fully random and mod-able will be available to those who chose not to purchase the expansion. Yes, there's a new bow that will be available to core game players" Simple, short, not difficult to do. If they don't I'm assuming they're trying to hide the truth, that's just what I've come to expect from Bungie and they should really take that very harsh but genuine feedback. You either just don't communicate enough and we assume the worst, or you actually hide the truth when you can and we've caught on at this point. (oh crap, just realized I'm on the alt account I set up for making getting 3 anchors set up for EP easier. For those that want to look up my profile and try to discredit me)
