Because its seasonal content available to all. There will be plenty other weapons unavailable to them.

I can't see any Y2 weapons being available for players without Forsaken. Only time will tell I guess.

Seasonal weapons have always been available without dlc. They’ll be able to get them

so they aren't lying but its not a very honest thing to do. random rolls should be on all weapons

because they are doing the literal bare minimum to be able to advertise random rolls will be coming to all without straight up lying to the community. While it isn't technically lying its being scummy as hell, Bungie knows what the community thought when they put random rolls on the board (Better Devils turned Fatebringer!) and the fact that they are not delivering on that is a shame.
