You need to do your part as the adult and change the family control settings to "only friends approved by you can communicate with her". I did this before I even gave my son with his XBOX One S.

One I do not think anyone should send a message like that. The daughter did not deserve to be treated that poorly. Second the parent does need to take some responsibility and set up her account to make sure some random low life does not send messages to his daughter. This is not a Destiny problem this is societal problem.

The parental controls I am talking about restrict messages to friends list only. If friends are a problem then that is a bigger issue.

How about...just don't let the -blam!-ing 12 year old play xbox live. They may pout but I'm sure they have a smart phone they can fall back on. Kids AND parents need to grow a pair and stop trying to blame everybody else and everything for what happens to them. It's not a kid friendly environment. Don't let a kid in it. Done.

I go even further. I need to approve the friends he can communicate with. I also call his friends parents and make sure they know about these parental controls. I have even gone over to their houses and set it up for their families.

And it's also 2018 ffs, security settings should not be an after thought for kids online.
