They explicitly stated [i]multiple times[/i] throughout the article that these changes will be coming to all players, regardless of their expansion status. They intentionally retained game content to trickle out at a much smaller rate and made Eververse the hub of the game to make their money. it's ALL ...RIGHT.... THERE This plus all the request to keep certain game types and still retain seasonal content caps? So MANY GREAT suggestions in the comments and all you do is throw out a few 'tweaks. YOU have been caught PURPOSEFULLY making this game around eververse and all you did was do a slight backpedal. Your slot machine is still well in tact though , isn't it. ONCE AGAIN hiding behind a wall of words hopin the simple are overwhelmed with your tower of babble. YOU STILL got your random drops and NO truly meaningful content at the end of the day. 7 RespuestasIt’s a real plan and I appreciate that they gave it to us. They gave us a lot of specifics and now we can hold them to the plan. Expecting all of the changes to happen instantly just isn’t reasonable. I am disappointed that we have to wait so long for it to all come together, but at least we now know that they plan to fix the game.

1 RespuestaWhile the biggest changes do indeed come when dlc 2 drops. They are available to all players as it is a sandbox update. We get a sandbox update Jan 30. One in February, then one when the dlc drops. I am assuming the fall 2018 stuff will be part of the yearly big dlc update.

Notice that those updates will come out as the same time as DLC 2, BUUUUT you didn't read or even look at the image they showed did you? It says that QoL changes are FREE. Just like how the changes to the entire system of D1 was FREE when Taken King came out. You didn't have to have TTK to have the new light system.
