Not sure why people care if players would get rewards for running out of time. It wouldn’t affect anyone who wants to play for a higher challenge and get higher rewards.
Also if you you were half way through and struggling for time, you’d just quit rather than continue to play through to the end for a couple tokens. Pointless.

Problem solved. However, running out of time is essentially failing. You shouldn't be rewarded for failing.

A big part of the fun is getting rewards for your time. I certainly wouldn’t play nightfalls timer or not if you finished them and got a couple tokens.

You're being too generous. 3 pieces of powerful gear + the milestone, per character, [i]just[/i] from the nightfall alone? People would hit the power cap in a week.

It’s just a suggestion. Just something to give an idea of how you could have a tiered system. You would still need SOMETHING of decent value for passing after the time limit otherwise it won’t fix the problem.

The milestone should require a completion within the time limit.
