Making bullets cost more would only make people create homemade bullets.

There is no data saying it would. In fact, it might make them more deadly. If people start making their own bullets, they might modify them as well.

If bullets were more expensive, not as many people could afford them, therefore, logic dictates that shooting rates would be lower. Granted, not a whole lot lower, but still lower

If bullets were as expensive as you wanted them to be, there would be a plethora of consequences. If it wasn’t legally required that bullets become more expensive, smaller companies would sell bullets for cheaper. If it was forced upon by the government to charge that much for bullets, then people would turn to illegal methods of acquired bullets, wether that be through the black market or making their own.

But just having the black market as a way of distributing the bullets would still make the amount of bullets and ammunition bought by criminals smaller. My point still holds

Because it would be one less way you could get bullets cheaply. Logic would dictate that the amount of shootings per year would go down.
