You ppl are full of shit. I've opened 48 IB engrams and every single one of them had an IB item.

They even removed level 300 engrams for package rewards. Now, that was a dick move.

The tokens do guarantee Iron Banner gear. You get 1 IB loot drops per level up and can get a shader and random legendary item as well.
