I'm in IT as well, as it my co-worker.
Turns out he didn't follow half the steps in the Bungie support guide. Did that, and it fixed.
Another friend DID follow the support guide and still had problems. Replaces his router/modem combo, and fixed it.
Don't get me wrong. It's mind-boggling stupid that a CONSOLE game needs SO MUCH baby-sitting just to be able to play online. Like... this isn't 2002 -- this stuff should be as plug-n-play as you can possibly get.
You might have a legit problem. I'm not trying to insult you.
But in years past, I'd always read "I'm an IT expert and it's not working." Guess what, said people were using WiFi with a bad NAT type. Or (my favorite) using Satellite... if you're an IT expert how the F do you not know that Satellite for an FPS game is going to be horrible.

I have 200/ 100 Mbps, 9ms ping to speedtest, 0 packet loss, Cat6 cable and my PS4 is in DMZ. There has been my ISP Technicians with the full testing gear to my house TWICE in the last two years. Because i called them, specially for Destiny. It turns out that my connection is perfectly clean and i live 30 meters from the internet-powerbox from my ISP with the cable directly to my house, without splitting even one time. And this is exactly my problem in Destiny. I simply have a too god and too clean internet connection, so the other players get my data fast and perfectly. But i get their broken data too late.

Not to mention he's a "software developer" as well.
