After you get all mods you wouldn't need any mods ever again. It would create a stalemate at some point. I think they made it like this so that wouldn't happen. I think they should make a hell of a lot of other types of modes. Exotic mods should be a thing, maybe even changing a weapon from pulse to full auto if you like the look of the weapon. Im sure they could think of more than what they have.
