What's a dubious volley? You mean that unknown heavy weapon that got data mined that didn't actually have a name and was given one by the community by combining perk names and descriptions into a Frankenstein-type moniker?

Or do you mean that weapon that should have released post TTK at the latest. But instead was held back with other exotocs further on until destiny 2? See buddy 2 can play at that came. And it would most likely be named dubious volley as exotics are often named after its main perk. Atleast in destiny 1.

I was joking around, but as long as your taking it personally, there was never any indication it was to be released in D1 at all. That was all community-generated spinfoil hat material. A placeholder thumbnail and perk descriptions were data mined off of an unnamed weapon that had no other data in the game files whatsoever. It's not uncommon for trace info to be recovered from scrapped items in games. And if it was going to be named after it's perk, it would have been called Dubious Munitions, at best. The word "volley" came from the actual description of what the perk did, and is still present in the version we have now.
