DLC is an umbrella acronym that stands for Downloadable Content. ALL things added to the game after its launch have to be downloaded through patches the same way all digital expansions are. Those events are DLC.

And both SRL and Halloween returned in y3 and you still had to buy ROI the reductio ad absurdum argument doesn't apply here. if it was free, you would just need the base game (screw it, just the demo) to access SRL/Halloween/Crimson Doubles
