Did you play the Beta? I'm going to assume not, they went ahead and solved this by giving a kill to everyone who caused damage to the person...so 1 person dies, all 4 people could get credit for the kill.

Exactly that's what he means. You could shoot someone once with an auto rifle from across the map, do practically no damage, and make no change to the gunfight that is happening. Then your team mate kills them and you get points for a full kill, even though you did jack shit.

This is what I meant. Only the person who put in the work should get the kill, not everyone who just puts a bullet on an enemy.

His point was that in many Shooters the person who gets the last bullet gets the credit, BF switched that up to be the person who does the most damage gets the kill. Destiny fixed this by giving everyone the kill so no one gets stiffed out of the super energy. His point was exactly the opposite of what you said...
