They are not made to stifle rising business especially since Obama made it easier to start one and created buffer to prevent smaller ones to be targeted by regulations made for larger companies. To be honest most of the regulations he got rid of helps oil companies and coal and only got 500 new jobs from coal and none from oil. None help small businesses. I bet u can name one he did that helps and businesses. Cutting regulations aren't a good thing especially when most that were out in place to stop the recession that happen in 2003 and lasted all the way to 2008. Republican and democrats were missed when government bailed out the culprits that created the mess and put those regulations to put public mind at ease

When a politician says he wants to reduce state regulation, I compare him to the others that have promised to "fix" state education. The answer doesn't lie in a particular model of monopoly. The answer lies in no longer guaranteeing the monopoly's existence.
