Those are just hub networks to send gear to the vaults at the Tower, thus why putting in something in the tower and taking it out of felwinters takes it out of the tower.

Its not a separate vault its connected to the tower, If you take something out of the tower vault it will not show up in the reef. Same as the Iron temple. If the main vault is destroyed all the stuff is gone else where as well
