What's useless about being able to take another shot immediately from a slow ass RoF weapon like Matador?

It only auto-fires as fast as the weapon allows, which can easily be done with your own index finger on gun that shoots as slowly as Matador. Just seems that perk slot would be better used with something else.

What full-auto does on shotguns is it increases the fire rate at the expense of bullet spread. You won't be mapping people as much, but it makes follow-up shots a LOT easier to hit before you get killed. Matador shoots hella slow.

Exactly. There is a trade off but it's so worth it. Non full-auto Matador: Miss the OHK and get gunned down before you can fire another shot. Very common with how bad shotgun consistency is nowadays. Full-auto Matador: Miss the OHK and still be able to fire back more bullets. I'm not much of a shotgun person (I'd say I outright hate them) but I did have a Matador with max impact and range, and compared to another Matador that I had with slightly less range and impact, but full auto, I liked the full auto one a lot more.

Well yeah there are many better options but "Utterly useless" is far from the truth.
