So I have a laptop. Dunno if its a pc lol(I know nothing) its an Asus, I like it a lot. I kinda want to play skyrim on it, with mods and crap. I don't know if its capable though, hehe.

You'll be able to run it due to no spec caps however how well it runs will be a different story. Best bet is to find a free to play game with similar specs to test the laptop.

As long as you have at least 3GB of ram, you should be able to run Skyrim on your laptop

Im sure you can like at 20fps if it's low tier laptop

If it's even a mid tier laptop your should have no problem running skyrim with some mods. Just don't go overboard with the mods, I used around 20 and my game ran fine.

My $300 laptop from 2011 ran it a little choppy, but playable. If your laptop is either newer or more expensive than that, it should run it better than mine.
