i_can_haz_opinions puts this into words pretty well over on the Reddit Forums (link at the bottom), but I already had my own suspicions after reading Cozmo's post (link also at the bottom), and i_can_haz_opinion's post only reaffirmed what I had already deduced.
I believe that the changes to Health Regeneration were not a mistake by Bungie, and instead the uproar caused on stream when they showed the changes to Bladedancer made them shut up and turn a blind eye to avoid any further backlash from the community. They themselves admitted they had not shown everything on that stream, and these changes were probably part of that.
Here's a quote from Josh Hamrick in Cozmo's post:

Alright let's break this down. Josh Hamrick admits to knowing that all the Health Regeration perks were "broken" [b]before[/b] the patch was released. However, instead of fixing the problem, they decided to release the patch...to see how we would react to the problem? Wut.
Does anybody else realize how absurd that is?
This is equivalent to a baker making a cake, but right before he delivers it he realizes he accidentally switched the sugar with salt. However, instead of telling his client he screwed up, he goes and delivers the cake anyways saying, "Hey man, I screwed up pretty bad, this cake is gunna taste terrible, but I decided to not make another one for you unless you really hate it! Cheers!"
This (to me) means one of two things:
A: The sandbox team at Bungie is really freakin' stupid.
or
B: The sandbox team at Bungie thinks we're really freakin' stupid.

Some of this I can almost see for pvp..... but when it affects your play style in raids or strikes they need to fix that,... and as far as pvp goes maybe they need to go over to Kingsilse and take lessons from them on how pvp matches when your wearing scoriees or your shotties there a way to remove from the match so alll the class whinnners and complainers can be comfy happy that they won't get that nasty mat in there face

3 RespuestasYou people are idiots. This is how the change happened. Bungie didnt nerf the BLADEDANCER perk, since it DOESNT EXIST. That perk, the health regen per x, is the SAME LINE OF CODE everywhere. They changed that code. Thats what happened. Or in simpleton wording, DEI DUN GUFT UP by being lazy.

2 RespuestasWell, let me make it clear: I played my Sunbreaker today, and the cake is VILE! PvP isn't the worst of it, either. In PvE, with Cauterize useless, my Titan is much harder to keep alive. This nerf was unnecessary. It is unwanted. I hate it, and want it fixed. Bungie wants a response? That's mine.

6 RespuestasYou don't know how cert works apparently. It probably was an accident but they don't want to go though he trouble of fixing it. If all the Regen perks got buffed by accident though you'd be sure they'd jump through every hoop in order to fix that mistake.
