I've been thinking a lot about this.
I still think bloom should be removed, despite what Bungie has said. Right now, the best Hand Cannons are like high-impact low-mag scout rifles. The ones with Eyasluna-tier impact and range perks are favored above all else.
From the beginning of the game, though, I always wished hand cannons were extremely powerful, but very difficult to control. Sort of like that one-shot pistol in Advanced Warfare.
If bloom was removed and damage increased, while greatly decreasing initial stability, Hand Cannons would literally be hand cannons. Tough to use, but highly effective once mastered.
In terms of killing, this would effectively shift all hand cannons up in damage, but down in stability.
- 4 bodyshot hand cannons would kill in 3 shots
- 5 bodyshot hand cannons would kill in 4 shots

2 RespuestasJeebus, no. HCs already compete at too long a range. You'd make them out-class Scouts at mid- to long-range. Have you ever actually used a handgun? There's a correlation between barrel length and accuracy at range.

If bloom is removed then we will be back to thorn/last word and hawkmoon. It was only implemented in the first place because the community moaned about hand canons. Go read the very first patch notes.

Q: If Handcannon's are so bad, why do so many people still use them? A: They're not bad. Stop complaining.
