The Event Horizon and But Not Forgotten are currently my favorite options. Although the best sniper is subjective. Use as many as you can and find out which one works the best for you.
As for perks, Hidden Hand, Snapshot, Quickdraw, and any sort of stability increasing perks are good options. Ignore Unflinching. It sounds like it would be good but it's useless. Take a Knee is pretty good, you just have to remember to crouch to activate it.
For scopes, any sort of low zoom scope is what you should look for. Longview SLR10, Ambush, and Shortgaze are what I can think of off the top of my head right now.

I like LDR with Ambush scope. Also like Devil's Dawn.

I cannot get an LDR to drop with a good roll. It's really bothering me because I do really like that sniper. Devil's Dawn is a good PvE sniper for me but it's actually size is just too big for me to like it in PvP. It covers around half of my screen.

Really? The few LDR's that dropped for me have always had good perks. Took me a really long time but it eventually happened. Devil's Dawn is damn good for getting those staggering shots on bosses. Classic method but it still works.

Yeah my LDRs have always been subpar but I've had 1 average roll. I just really want a good roll on the damn thing and it's starting to really annoy me. The Devil's Dawn is perfect for that. I find it so helpful to have these legendary high impact snipers back again like the Devil's Dawn and Event Horizon.

Devil's Dawn makes me miss Efrideet's Spear. Glad they brought this type back too.
