Back in my day I grinded every raid every week, did the nightfall, and decrypted countless legendary engrams in hopes of getting Gjallarhorn and Hawkmoon. Did I get them? Not until Xûr sold them.
Year 1 loot drops were absolute AIDS, so I have no idea what your malfunction is.
