That's true for Aksis, but not every fallen. Aksis is the only one that became completely merged with SIVA.
The fallen houses are capable of gathering information about other planets. No house is stranded on the planet they inhabit.

No one says they are stranded. But siva take complete control of all it comes into contact with lore wise. They were no longer thinking like fallen because siva had control of thier mind.

Again, that's only for Aksis. SIVA was given the directive to consume, enhance, & replicate from Rasputin, but the fallen have been experimenting with it without being completely consumed by it. That's why Kovik was able to use SIVA but still do his job.

No the fallen were experimenting with it because they didn't know what it was. That was thier downfall. It did mess with thier minds. They become reckless. Starting doing thing fallen would not do such as waltz right on into a hive breeding ground.
