I've been thinking. What if Icebreaker wasn't your normal sniper but a rail gun. The barrel sure looks like one and it would explain the intense recoil.
Rail guns are electronic weapons. Explains the unusual bulk on the top because let's face it, that's NOT just the scope. Just starting a little controversy, lore behind weapons is interesting.
Plus a rail gun would be a project worthy of the vanguard

That's what I always thought it was, though if it was it should've had a charge before letting off each round.
