It's a loading screen...
The drop rate is fine. It's ok if some things are hard to get. No one is going to die.

The other raid ships were pretty much dropping for at least 1 person a raid, and the KF ship was a 100% drop rate because it wasn't RNG. Seems weird that they would decrease the drop rate of an item that affects gameplay in no way for no apparent reason.
