Um, yes. Because without the dlc you had to spend $3 to get the gun

The weapons coming with other DLCs weren't free either they were included with the DLC so still had to be paid (peacekeeper for example) I haven't even looked at the new one so I have no idea what they've changed since then

You're making it harder than it has to be. If you bought the dlc you got the gun for free, because some of the dlcs didn't even have guns and was still $14.99, meaning the gun was free. without the dlc the guns were $2.99
