As long as you are still involved in the mission you still credit for their axe kills....just go stand in the circle of anyone doing an axe fight and you get credit too for the bounty/quest.
If some one runs away with the axe, then report them.

Nah, it just makes it so that I never get put into a match with them in the crucible. That's the only reason I do it. Ever do an objective mission and 5/6 of the players work as a team and there is one who runs off on his own and gets repeatedly killed. That is a likely axe thief candidate. Someone I don't want to team up with. At least it used to work back in the 360 days.
