One of the reasons: a lot of people like to que solo. When you que solo with supremacy you either need to be in a team with a 5 man fireteam or you have lost.
In my opinion: clash was the best mode for iron banner. Because it was possible to que solo and win more than 50% of your matches

I liked control I felt clash was to passive and people just sat back with snipers. I appreciate this is now the opposite

thats not true , i suck at PVP , matchmake solo , most of the time i place 1st on my team and we win
