Its a game mode that promotes CQC and aggressive play. Of course shotguns are going to be very popular. That being said, you're exaggerating by quite a bit. I've seen a lot of sidearms and fusion rifles being used. They work just fine. Supremacy caters to every special weapon except snipers.
