Read the perk description. It is a FALLEN raid weapon. It will be very useful in the wrath of the machine raid because it is a FALLEN raid. See the connection? Just because you failed to read and understand the perk, does not facilitate the need for a buff. You busted your arse in a raid, solved the puzzles, completed the quest and got the Outbreak Prime. You earned it. Be happy that you are one of the few that got it this soon.
TL;DR use it against fallen enemies only
