I would say Ep4 (The very first one) but due to some kind of legal bullshit, some other company owns the rights to it, which would be why you wouldn't be able to watch it. Episode 2 really does suck. So, so, so much cringeworthy dialogue between Anakin and Padme, it honestly wouldnt hurt to skip it, but for the sake of story, and seeing as how you've watched Phantom Mence, you might as well watch.

Yeah Episode 4 is the first movie, released in 1977. But when it was released it was simply called "Star Wars". But after Empire Strikes Back was written, he realized that he could make 3 stories that take place before the 1977 original, so Empire Strikes Back was named as Episode 5, while "Star Wars" was renamed to Star Wars: A New Hope (Episode 4)
