How it's acquired:
First you must dismantle a khvostov to start the quest. You'll get a khvostov 7g schematic. You'll be prompted to talk to the exo guy (forgot his name) and he'll tell you that you need 10 manual pages and 3 parts.
The manual pages are easy. You just kill fallen or siva fallen on the plague lands patrol and they'll eventually drop.
The parts are the hard part (pun intended). As soon as you spawn in, head to the right.

Go through that doorway until you get to foundry 113. Go to the left until you see this doorway.

Follow this pathway until you get to the rocketyard, and then go towards where you would for the sepiks strike. Go past where you wait for the lasers to be decrypted.

After you get this one head back to dock 13 and it's under the staircase through that doorway.

After you collect this one you'll be told to go talk to the exo guy. He'll tell you to do a mission on earth called khvostov rising. Do it and you have your auto scout pulse rifle.
Edit: sucks in crucible due to the damage staying the same across all fire modes. Only viable one is the fully automatic version.

Kill the boss there and collect from the chest. I've helped 3 people get it this way/ way simpler than hoping RNG gives it. Great post though! I hope they don't NERF this gun.

I can confirm Brood mothers drop the item. So do the yellow knights & captains that have different names. I don't know their names, but if you find one you'll know. You get the Intel key thing. Take it to the Ketch outside the wall of the very first mission of vanilla, second mission of RoI. Must be in Plague patrol. Just go there, kill everything, and grab the chest. For me the chest was in the back right corner.

I just used the Intel key (which i got from killing a wizard) and went to the ketch, killed all the hive and opened a chest in the corner. It gave me the khostov plans. Then took them back to the exotic guy and now I have to finish the questline. I never dismantled a khostov so I guess you don't have to.
