You have three chances of gaining a free rocket for reloading. Pretty sweet deal.

Reloading on kill is a different perk, not sure which. Clown cartridge doesn't say anything about having to kill someone with a rocket to activate it.

My bad. It's just reloading. I combined it with Reactive Reload.
