Shaders have been removed from the kiosk and locked to specific classes.
Mercurial Dawn - (requires lvl 40 Titan)
Iris Germanica - (requires lvl 40 Hunter)
Surf Breaker - (requires lvl 40 Warlock)
The shaders are removed from the kiosk unless you are on the corresponding guardian. However, if you already have it in your inventory, you can equip it.
Alternatively, you can pick it up on guardian A and transfer it to guardian B. Then equip it on guardian B.
Why are these shaders suddenly class specific?
Furthermore, why are any shaders including the collectors edition shaders class specific?

I have all of those and I don't have the collectors edition. Those shaders are received after completing the new TTK subclass quests.

They come from the new subclass questlines. The requirement is BS though.
