You most certainly can do Jolly Holliday in PVT matches. Tested it last night with a mate. He's completed half of it after a couple hours of 1v1.

I killed somebody over 50x with shotguns for the crucible shotgun step and it didnt count 1 percent

I agree, bounties shouldn't be able to be completed in custom games. Why have bounties that are easily completed. Might as well just remove pvp bounties
