I have a small theory why it is dropping and even why boots are dropping at a higher light level than normal. Bungie may or may not have put it in the game on purpose to get people to decrypt more exotic engrams before RoI, to deplete their stock piles to prevent people inflating their light levels too much on day one. Just a thought, but I'm also wearing a new tinfoil hat right now.
