No cuase that would allow Titans to have a head size reduced to the same size as everyone else and that is unfair lol.

I know Titans heads are about 1/3 to 2/3 bigger than all the other heads that needs to be sorted out.

Yep see raid helmet from ttk the tankonut exotic helmet, Saint 14 which has a square hit box not a pointed hit box, if you compare head sizes nearly all of the Titan helmets are bigger than the warlocks and hunters ones their's only like 2 helmets which aren't the headstrong one and the srl one.
