I'd be inclined to say you are either both being douches or neither of you are.
Keep in mind it's a game. People own it and can play it however they like.
If the dude using rockets to kill the major for a bounty is getting the drop on the major and you can't kill it, I'd suggest using a rocket and beating him to the punch so to speak.
Besides, go to rocket yard up by The back corner. Either a red bar captain comes out, or 2 yellow bar vandals. Rinse repeat. I find it faster for fallen major bounties then the vandal in the divide.

Then he messages me and says I can have them when he's done. I was fuming, but then he ended up getting killed by them lol i dont know how this happened, but a 332 titan got killed by 2 yellow bar vandals and 2 red bar vandals in the cosmodrome. His aim was terrible. Next thing i see, is his ghost hovering above his hand and then he's gone. I messaged him "what bounty do you have? Get killed by majors on the cosmodrome?" lol he didn't message me back lol comedic gold right there
