Sweats have a specific set of rules to help consistency.

They require those rules for that consistency. They try to make an even playing field, as even as can be. They leave it to the skill of the players and not the luck of the game

You were referring to good players, first thing I think of in good players is sweats, who require these rules and restrictions to have an even playing field
