They have a new mode that is much like the court of oryx ad I'm sure that plus all the ways you can level up now will be available. However, I'm sure the raid will be the best way to raise your light.

when challenge of elders was released you could always get weapons and gear that could most times be higher than your lvl

Yes, but only 2 a week from packages and a chance at 3 other pieces. The raid you can get everything.
