Because Clash. Clash is a horrible mode for IB, Sure your useless team may not detriment the team 'as much' by constantly dying or not capping points. But at least there is some form of predictability in Control. Whereas Clash is just a huge -blam!-fest orgy of people running everywhere and doing stuff.
