What I was trying to explain was that if Bungie really wanted to come up with an explanation, Skolas would be the place to start, being as he has been the only Fallen to actually use Vex tech to any extent. I'l admit that I was under the impression that all the other houses had lined up behind him, ( I was just going to say that when they were working together, the Devils could have obtained the plans, but obviously that couldn't have happened) but after some research, that couldn't be farther from the truth. But if Bungie wanted to make an easy explanation, all they'd have to say is that the Wolves were also trying to learn how to use Vex weaponry but without any success but by using Siva, the Devil Splicers have found a way to make there own similar copy. And a Wolves lieutenant could have had a copy of the schematic that the Wolves were trying to make, but after his death, the Devils got the schematics and worked from there. And guys, while we're at it, lets stop acting like we know anything beyond what Bungie has told us about Siva, it is brand new to the Destiny universe with NO mention anywhere in the grimore, everything is speculation. Also we have never had a DLC that has only taken place on one location, I doubt we're going to start now. Just chill the -blam!- out, we're only talking about an idea that probably isn't going to happen.
