It is almost certain that Rasputin created SIVA as one of his large-scale weapons of warfare [sidenote: SIVA's icon looks somewhat similar to that of Rasputin's], and it may have been based around Vex mind-fluid, also a nanotechnological infection as seen in the grimoire cards of Kabr, since Maya Sundaresh and her team at the Ishtar Academy were experimenting with Vex technology AND were affiliated with Rasputin.
