High impact primary's should do more stagger when impacting a target.
Being able to knock high rate of fire primary's aim off of a target would be a great way to balance high impacts weapons without a nerf being introduced.
This should also work with special weapons too. This would allow more primary's to challenge sniper or shotgunners.

All except scouts. Things like jade rabbit are godly if you're accurate which is how it should be.

Bump. I prefer high impact weapons but I have been shot too many times in the face by a sniper after putting 2 rounds into someone's head.

I kinda thought that was the whole point of High impact weapons. I nail someone in the head twice with a cocytus, and they headshot me with a 1000 yard stare... How the heck does that happen. I try to do this from the other end, and I get whacked by a doctrine from sniping distance, and my reticle is all over the place.

If I'm using a high caliber round scout rifle and I shoot you in the head multiple times, you should not be able to perfectly snipe me in the head. Instead of stagger, max impact (for that weapon) should de-scope someone, not stagger them (because stagger is the same for every impact on the weapon, with the exception of perks like HCR, Ceramic, etc.).
