Now, I cannot relate as I don't own a PS4, but since I have a Xbox One and they're about a wash, perhaps I could provide some information.
Restart your router. This should always be the first step before doing any of the following.
1: The New Gen consoles all have a built-in Wi-Fi receiver, if you are experiencing issues, it could be defective.
2: This could be a ISP issue regarding wiring on your telephone line. Contact them and ask if there are any issues.
Potential solutions and checks:
1: Plug your PS4 directly into the router using an Ethernet cable. Test the connection. If it works normally, it is likely the wifi receiver that is the issue.
2: Look in the manual provided by your ISP on how to configure your router for things like online games.

I just have to say and ask, if your having a problem with your connection please don't use a "phone line" for Internet. And question is who still uses a phone line for Internet to play an online game? Just curious as to who really does
